Tried under safe mode:

You might also try building a new user yo see if it re occurs under it.
Add Local Account or Microsoft Account in Windows 10
Log in as a different user. Does the problem persist?
If I navigate to HKEY_LOCAL_MACHINE\Software\Microsoft\Windows\CurrentVersion\Explorer, there is no Shell Icons folder.
There is a Shell Folders, a ShellExecuteHooks, a ShellIconOverlayIdentifiers and a ShellServiceObjects folder, but no Shell Icons folder.
I checked on my other Windows 10 computer that doesn't have the same issue and it also doesn't have the Shell Icons folder.
Any ideas?
Exact same issues when logging in as a brand new user account.
