You missed the point. The classic menu can be made to do anything with any shortcut. So ... make it do everything the Win-X menu does ... and then some. :)

Win-X menu and old Start Menu (i.e. XP and Win7) aren't even close to being the same. Classic Shell is intended to replace and give back the "old" start menu like Win 7 instead of using the Start Menu with tiles.

Fine. Tell him to scrap the Win-X and Use Classic Shell. Whatever works.

is CONTROL PANEL the same as WINDOWS 10 SETTINGS??
Well, it might be as far as MS is concerned, but one is the old and known full set of controls (CP) and the other is the new upstart (Settings) designed for tiny tots with tiny phone screens. In due course, Settings may acquire all the functionality of CP (but probably not), meanwhile MS expects us to manage with a crippled sub-set. Quite what they are thinking is anybody's guess (you may detect I am less than impressed with 'Settings').

If you don't want to mess with the WinX menu, you can always place a sc to CP on the dektop via Settings>Personalise>Themes>Desktop Icons (I know, it's so obvious once you know where to go...).

Control panel (Legacy) is still live and well but some functions send you to appropriate place in Settings and some can have dual function. For the sake of us Windows dinosaurs, I hope they never kill it. It's nice to have everything in one place instead of all over the place in Settings.

Yes, "all over the place" is an apt description of the new "settings".
    It's hard to find anything.

    2. I know how to toggle WIN-X between command prompt and powershell. But after I selected powershell and click I get a message that Powershell can not be used due to restrictions. From there i get lost. No idea what to do. And could not find it in the suggested answers and links. Or did I miss something?
This part intrigues me. As suggested earler, please post a screenshot of the error message. Also, please clarify/test the follwoing:
    1. Can you start PowerShell from the Start Menu?
    2. If you navigate to %localappdata%\Microsoft\Windows\WinX\Group3, does PowerShell launch from the shortcuts there?
    3. If #1 works & #2 doesn't, compare (& post) the target text from each shortcuts properties. For the Start Menu shortcut, right-click & select Open file location to navigate to the Start Menu folder.

wimyogya reported [in a separate thread, Various W10 explorer menu issues - TenForums] serious installation issues.

The first installation was a total mess, the second is lots better
These WinX menu / PowerShell issues might be additional symptoms of those installation defects.
