Settings is a modern windows App. It may help to reinstall and re-register it.

Try restarting in Safe Mode, then boot normally and see it it now works. That has been found to be a 'cure' in the past.

Sounds like something is 'broken' and needs repairs. Try sfc /scannow then dism's RestoreHealth, repeat as necessary until no more errors are reported.

If it still fails after that, then consider an in-place repair upgrade. What version of Windows 10 do you have? 1809? 1803? Something earlier?

The other possibility is that you have installed an app that is either corrupt or badly written. When you click Apps in Settings it actively catalogs all your installed apps. One 'rogue' app may be returning wildly out of bound info.

Ah, as an Insider you should expect the odd 'issue'. Have you asked on the Insiders board?
