    Most HP computers come with factory installed HP UEFI diagnostics.
    This default version of the HP UEFI diagnostics should enable end users test the drive and RAM.
    On the HP website the HP UEFI diagnostic version can be updated to a version that will test motherboard, video, networking, CPU, etc.
    So the available tests will depend upon the available version.

    Power on the computer and repetitively click the F2 key.
    This should boot to the BIOS UEFI diagnostics.
    Run the available tests on each computer.
    Use a camera or smartphone camera to take pictures of the results and post them into the thread.

    When Windows fails to boot there are methods to backup important files or test the hardware as dalchina posted.

    Threads can become complicated or confusing when there are multiple computers in the same thread.
    If possible use this thread for one of the two computers and create a new thread for the second computer.

    Methods to backup important files include:

    c) Moving the drive to a HD enclosure
    d) Moving the drive to a free bay of another computer

    Windows file corruption and boot failure can be troubleshooted with a Windows 10 iso.
    There are also options for reset save files equivalent.

    @oldxpuser,

    What I do in these situations is to shrink the existing partition on the PC to make room for a clean install of Windows onto a new partition. Once the new installation of Windows is running, the user can transfer what files they can save from the old Windows partition and, after they have what they need out of the old Windows partition, delete it and resize the new partition to fill the empty space.
