viewing existing files after Windows 10 upgrade

I just upgraded our oldest PC(an HP Pavilion dv7) from Windows 7 to Windows 10.

Now, all I see is a single profile at the Login window. It is an Administrator account.

I can find previously-existing data files(Microsoft Publisher file, etc) using File Explorer, but it says I cannot open them.

What do I need to do to access data files which existed when this PC was still Windows 7?

    Thanks in advance.

I understand 1 or more user accounts are missing.

    Rexator's post here may help.

    I searched for
"accounts missing after upgrade to windows 10"

There are plenty of reports of this, it seems.
