Is this normal Action Center behaviour?

I noticed something after clean installing 1809 but I'm not sure if this is intended. If the notification icon in the system tray shows a number of unread notifications and I click on it, the Action Center appears and shows all the notifications normally.

However, when I leave the Action Center and then click on the now blank notification icon in the system tray, all the previous notifications are gone from the Action Center even though I haven't removed them manually.

I can't recall version 1803 having this behaviour. Is this normal?

Very weird, a restart yesterday fixed this, but after booting up my PC today the problem is back again. I noticed MS fixed a slightly different problem with the Action Center in the 19H1 update.

It's different from my issue because in my case, the notifications DO appear when the icon is showing a number. My problem is that the notifications disappear when I re-open Action Center afterwards when it doesn't have a number on its icon.

Mine did it just now, had 2 notes about the Dow Jones when opened then closed and both were gone when opened immediately after. I hadn't opened either message nor clicked the pop-up to close them.

Sometimes means that they may or may not show. Your problem is exactly what the second bullet point was about. Mark the Solved box for this thread and move on. Anytime you get a problem, let Microsoft know through feedback. That is how they fix issues, same as the OS reporting back when it comes across problems.

No, it does not exactly describe my problem. The word "sometimes" in that context could be used with 2 meanings
    1. The problem as a whole occurs sometimes, so it's tied to the icon showing a number but Action Center being empty. This is how I would read it.
    2. Even if MS stated it according to your description, the fact that they stated it as being a bug only when the icon is showing a number, means that it's normal behaviour to not have any notifications in Action Center when the icon is blank.

Both cases are different from what I am experiencing as an issue. Furthermore, my thread isn't about reporting a problem but wanting to know if it actually is a problem in 1809 or if it's intended like that, since I didn't experience it like that on 1803. Hence me verifying this here first before throwing any feedback at MS.

Does anyone have issues with links in the Action Center not opening? I get regular Youtube subscription updates sent to my Action Center. When I click them they should open the link in my browser but instead after clicking it just disappears.

I am experiencing the left side bug and empty panel when there are supposed to be notifications in the panel. As soon as I open the action center panel it's empty and void of the words "No new notifications".

In case you still don't know, this is the solution for that bug.
