Oh, by "secure boot screen", do you mean this? If so, this article may help: https://support.microsoft.com/en-us/kb/2884723
After the Surface screen I end up with this secure boot screen;
Security Device Support [Enabled]
Secure Boot Control [Enabled]
Install Default Secure Boot Keys
Delete All Secure Boot Keys
Exit Setup
and I am unable to get out of that loop, i.e. if I exit it boots to the surface screen followed by the above secure boot screen and on and on. I briefly had the red surface screen after deleting the secure boot keys as I was trying all the options to get out of the loop, reinstalling the keys returned it to black surface screen.
Once I return home I'll download the recovery image to give that a go.

Thanks, though it looks like MS support suggest if you can't get into the system recovery tools, then go ahead and download a recovery image - that sounds like my surface's issue.

I came across the download for Surface reset last year (?) and completely forgot about it - thanks for the memory kick. I recall thinking - that should be available to PC too - but alas, no.
Please post the results of the recovery - I'm always interested in learning about things I don't have to test for myself. All I have to do is remember the stuff I learn
Before you try that, have you tried resetting the UEFI options?
To reset the Surface Pro to the default UEFI settings, follow these steps:
- Press the Power button and the Volume Up button at same time while you are starting the Surface Pro device.
- Set Trusted Platform Module (TPM) to enabled.
- Set Secure Boot Control to enabled.
- Press Install Default Secure Boot keys.
- Press Exit setup, and then save the changes.
