Welcome to the forum. One thing to do is run a full disk check forced shut down tends to corrupt the file system which in turn causes more hangs. Check event logs to see if there is anything there saying what the problem is

Also, from my personal experience on 2 different pc's.
If you're using the Microsoft Store version of the Instagram app, it will cause freezeups anytime it's open or if you're letting it run in the background.
To check what background apps are running go to Settings>Privacy>Background Apps.

Did you ever do a complete clean install of 1803?
    It may be worth doing.
Also, you could have some sort of software bug. Where the software worked with previous versions of Windows 10 , but not Windows 10 1803.
Also. have you ever checked for newer UEFI from your pc manufacturer for Meltdown/Spectre fixes?
Also, have you installed the various Meltdown/Spectre fixes that Microsoft rolled out?
A lot of times from my experience they're only available in Microsoft's Update Catalog, whereas they're not always available in Windows Update.
The current and only one that works with Windows 10 1803 is KB4100347.
Also, for the newest Intel cpu bug that was just announced recently, Microsoft patched it for Windows on 08/14/2018 during the monthly Patch Tuesday updates.
For the other update I listed above make sure you save it on your pc or a flash drive, etc, in case you ever do another clean Windows 10 install and immediately re-install that update.
