Using a Drawing Tablet on Windows

So I'm trying to use a drawing tablet to use on certain programs and websites, and I get this writing popup that I haven't been able to figure out how to disable and it just infinitely blocks a portion of my screen.
Closing it off just reopens it again once I put my pen to my drawing tablet, and dragging this popup to my second screen just makes it teleport to my main screen once I attempt to use my tablet again.
I'd like to be able to use my programs/games/websites without having to deal with this popup which seems related to the on-screen keyboard that people can use for touchscreens. The popup seems like it's used to write out something and have the writing pasted somewhere or whatever else, but I have absolutely no intention of using it.
My drawing tablet is separate and is plugged in with a USB, and the tablet itself does not have it's own display.

Click on the Action Center to the right of the clock and see if you are in Tablet Mode.

Navigate to Settings, Devices then Pen & Windows Ink

I use my pen tablets with many different applications and I set all the options in this settings panel Off, and I use various configurations In the Tablet/Pen software.

If you wish you could retain some of the Windows options, if you intend to use the pen with windows itself, but I find the Tablet software, (Wacom and Huion), is more use than the Built in Windows options, which is only really concerned with basic pen use and handwriting recognition

The image you show is the entry panel for handwriting recognition so should be controllable from the Pen and Windows Ink settings.

Microsoft has confused things by choosing the name "Tablet" Mode to signify a visual settings mode which is designed for use with tablet computers, (full screen start menu, as in Windows 8 Etc.

The only connection with a pen-Tablet is the option to use Handwriting mode - I have this set so that if I tap the pen on the tablet and windows sees this as a trigger to switch to handwriting recognition as I never use tablet mode I I use this to ensure the pop-up does not appear, the other option is when keyboard isn't attached which should work as well or even better unless you regularly disconnect your actual keyboard
