Just enabled two additional clock in Windows Settings for two different time zones. Here's what I have in the settings
As you can see, the time zones for these two clocks are different: one is GMT+2 and another is GMT+3. However, when I open the popup from my tray I see that both clocks show the same time
What's going on here? Why am I seeing the same times in the popup?
Further experiments show that this is a bug. Other GMT+2 selections work correctly (like "GMT+2 Kaliningrad), but "Helsinki et al" and "Jerusalem" are screwed up: despite saying GMT+2 in the list they are actually interpreted as GMT+3 internally.
P.S. It is a GUI-level bug, since Helsinki and Jerusalem are GMT+3 in reality. I.e. the popup shows the correct time for these locations, but the list lists them with incorrect GMT offset value.

In the USA we have to consider DST/Daylight Saving Time, usually an hour different from ST/Standard time in most areas. There are some areas that don't observe DST such as much of Arizona. I have my local time plus UTC/GMT/Zulu time for the second [military may use Zulu for the 24-hour clock]. I spent 35 years using the references in Aviation and Maritime.

Oh, so, this is not even a bug. This is simply my own confusion.
Apparently, the location list in the setup dialog lists the "canonical" timezones for those locations. I.e. it does not take into account whether DST is currently in effect in that location. Meanwhile, the clock popup shows the actual time, which can be affected by DST.
So, it is perfectly normal to see GMT+2 and GMT+3 in the list and at the same time see identical regional time displayed in the popup.
