You answered your own question really. XBOX has hardware designed for multiple headsets. PCs do not.

This issue has nothing to do with Windows really. No software can compensate for hardware deficiencies.

A y splitter is only pennies.

If your computer has Realtec sound chip this may help. It may not look same but should be in the options anyway.
