I did a test this morning with an External USB ODD and using File Explorer to copy more than 6GB to a DVD+R/DL disc. I just selected a mix of Folder and files and dragged them to the ODD used File Exporer's Burn to disc. It took about half an hour on my slowest [cheapest] Notebook.

You could try a Windows repair install. It will keep you apps and data and just repair Windows system files and permissions:

If you're considering third party burning software, other than the aforementioned Roxio, this one is good and free:
    The Official AnyBurn Website
Unfortunately, it seems MS has removed the "REPAIR" option, and all I have as options is 'RECOVERY" and "RESET" I fear the "RECOVER" option will wipe out the apps I have. Is there a way to preserve the apps I already have,?
If I insert even a blank CD-R (I tried 3 different brands) I get the same pop-up dialog box saying:

    "Location is not available
(RED X) F:/ is not available
    The Parameter is incorrect."

I've checked and Device Manager says the drive is working properly, and checking hardware, the drive IS set to (U.S.) Region 1.

Roxio software (CD and DVD Burning 2) has no problem using the same blank CD-Rs, CD_R/Ws, or DVD-R's.

It's not a menu option. In a nutshell, just download the ISO file, open it, and double-click Setup.exe. Details here:

I'm quite sure the (internal) DVD R/W drive is good; it CAN write to CDs or DVD's with ROXIO EZ Burning 2," it just won't write with native Windows 10 (now; it did when I first re-installed Win 10 from an ISO.)
I've already re-rew uninstalled and rebooted, to let Win 1`0 reinstall the drivers, so that doesn't seem to be the problem. I only installed the ROXIO software, because Win 10 could not write to disks; it READS both CD's and DVD's with no problem. Windows 10 is kept up to date on a regular basis.

It seems the problem is with either a Windows update, or something in Dell's "Support Assistant" (Which I suspect, considering other experience with Dell tech service.) I'll try the "Repair" method suggested, but will have to wait until after the weekend.

    Thanks to all so far.
Why are you trying to write DVDs with Windows 10? What can't you do with Roxio Easy CD & DVD Burning 2? Am I missing something here?

For my main computer I use the paid for program Nero 2017 Plantium. For my other computers I use the free program CDBurnerXP. The only time I use Windows directly with DVDs is when I occasionally use DVD-RW discs. I use Windows to format or erase these discs.

Thank you. I'll try that over the weekend.
