Mouse scrolls up a bit when I scroll down - apparently Windows issue

Like the title says, when I scroll down with my mouse in any context, any app (Word, browser, whatever), it first scrolls up a bit, and only then scrolls down. I thought that this is a mouse issue, so I replaced it with another mouse, but the issue remained. I swapped 5 different mouses, all brand new, different brands and models - and the issue is exactly the same with all of them. I tried removing and reinstalling drivers, using brand drivers for each mouse - nothing helped.

I don't have any 3rd party apps that could be related to this. Windows mouse settings don't seem to have anything related to this, or at least I don't know.

I am running Ghost Spectre build of Windows 10, version 20H2 (19042.985). The issue only appeared recently, it was working fine before, I hadn't had any updates or installs that I can think of that could have caused this.

Any suggestions on how to find the cause?

Do you have a Restore Point which predates the "appeared recently " ?
Are there any entries in Device Manager >mice and other pointing devices and then RIGHT click on the mouse and check through the tabs ?
How far is "scrolls up a bit ",one line or two or more?
In the Search box,type in ---dxdiag ---and expand the Input page and check on the mouse for any entries.

Sorry, don't have restore points. In the Device Manager>mice, there is only one entry (HID-compliant mouse), when I open properties, there is nothing noteworthy, no options to change, and it says "This device is working properly."
When it scrolls up, it's about 5 lines or so. Just about as much as the regular minimum scroll distance when done intentionally.
In dxdiag->input, mouse is at the top in DirectInput Devices, shown as "attached", and the rest of columns show "N/A". No errors or anything. Below it says "no problems found".

Try cleaning the Win 10 system files and see if that helps.
In Powershell [admin ] run ---dism /online /cleanup-image /restorehealth ---and when it has successfully finished,then run ---sfc /scannow ---and keep running it until a clean report is given.
Have you returned the mouse settings to Default ?
Is there a reason why there aren't any automatic Restore Points ?

Thanks for the suggestion, I ran dism and sfc, both passed through without showing up any errors or repair actions taken. I did try to return mouse settings to default several times (when I tried all these different mouses), and I tried that again now, but the issue remains.
About restore points - not sure, I just never enabled them. They were always disabled by default in all Windows installations I had so far (both custom builds and the original Windows OEM that came with this computer).

In Settings>Devices>Mouse,under ---Roll the mouse wheel to scroll ---do you have selected ---multiple lines at a time ---
and in the ---Choose how many lines to scroll at a time ---is the indicator close to the left minimum position?
If not,then try both.

I checked, multiple lines at a time is selected. Scroll lines is close to minimum. I tried going all the way left, and also increasing as well - this does seem to affect the inadvertent scroll as well, if I move the slider all the way left it scrolls up less, but the issue remains nonetheless.

Since it was still working not long ago you can try a cleanboot and in the tutorial there is the procedure to find the culprit if cleanboot solves the problem.
