Cannot add or remove a printer (Tried many things)

Windows Version: 22H2 (OS BUILD: 19045.3208)

    Hello,

    I have a printer HP9CBFFA (HP OfficeJet 3830 Series).
It used to work ok before, and I was able to print from my Asus TP500-L laptop.
I had some issue printing a few days ago, and tried removing it. The removal failed, and now I cannot remove or re-add the printer.

    Steps to reproduce:

    - Open printers and scanners menu
    - Select the printer
    - Press remove device
    - Get "Remove failed" error as seen here: Imgur: The magic of the Internet

Since the error is very unclear, I have no idea where to start troubleshooting here. (And of course the troubleshooter is of no help...)
I've tried removing and installing printer drivers using multiple methods, and I've tried every method I could find online to remove the printer (through device manager, through control panel etc...)

Any help would be greatly apricated in this matter.

    Thanks.

This might be related to an error with my spooler service, every time I try to start it, it stops automatically

    >sc query spooler

    SERVICE_NAME: spooler
    TYPE : 110 WIN32_OWN_PROCESS (interactive)
    STATE : 1 STOPPED
    WIN32_EXIT_CODE : 1067 (0x42b)
    SERVICE_EXIT_CODE : 0 (0x0)
    CHECKPOINT : 0x0
    WAIT_HINT : 0x0

Perhaps HP Print & scan doctor will resolve both the removal and the subsequent replacement operating software*** installation.

*** I have always installed the full operating software [in your case the final entry in the list, "Software utility"] but several people have posted recently to report that the HP Smart app & the Basic driver are very good.

    Best of luck,
    Denis

I have an HP OfficeJet Pro 6975 All-in-One Printer. I just reinstalled it on a couple computers a few days ago.

I never had to remove the printer from the Settings>Devices or Device Manager. Here is what I did.
    1. Go to Settings > Apps
    2. Uninstalled HP OfficeJet Pro 6970 Basic Device Software
    3. Restarted the computer
    4. Reinstalled HP OfficeJet Pro 6970 Basic Device Software

You should be able to do something similar.

Note I don't usually install the Full Device Software. I only install the Basic Device Software. The only difference I found between the Full and Basic software is that the Full software includes software for HP to collect data on me.

    1. Uninstall the current HP drivers
    2. Run printmanagment.msc then delete all references to the printer there
    3. Reboot and reinstall the latest HP printer driver

    yup,

You will only be able to run printmanagment.msc if you have Windows 10 Pro.
The utility is not available in Windows 10 Home.

    pepanee,

    Good suggestion.

The PrintUI command has a built in help, like almost all commands, but it is difficult to read. Here it is in text form.
    PrintUI.txt

    yup,

I am not suggesting that you need to study printui.exe's Help file. I'm posting it so it's available to you for reference if required.

Hopefully, HP Print & scan doctor has sorted the whole thing out for you anyway.

    Best of luck,
    Denis
