    Please try this:

Open a command prompt and run diskpart.

Once diskpart has started. type the command list disk

From the list of disks you should be able to determine which disk this is, hopefully by the size. Note that disk number.

Now, run the command select disk x but replace the x with the disk number that you determined in the last step.

Run the command attributes disk clear readonly

    Run the command exit twice.

Can you format the disk now?

If that still is not working, please post back the following information:

    1) What type of disk is this? Is it a flash drive, SSD, HDD?

    2) What is the size of the disk?

    3) Is there anything on this disk that you need to keep?

    4) Please show a screenshot of this disk in Disk Management.

Thanks for providing al that information. That helps greatly!

I'm sure that you have already checked the device, but there is no hardware write protect switch, right?

Do you have any other flash disks and can they be formatted or written to successfully? If the problem is only with this one flash drive, I have to wonder if that flash drive is defective.

One more thing: If you take this flash disk to another computer, will it have the same problem on another computer?

I tested it on the Laptop and the same problem! I have 10 movies on this stick. If I connect the stick to the TV, the movies play perfectly, if I play the movies on the PC or Laptop from the stick, play.

Okay, let me do some research, but in the meantime, I would backup anything that you have on that USB Flash Disk (UFD). It's about 2:20 in the morning where I am, so I'm going to get a bit of sleep now, but first thing in the morning I will do some additional research and respond back again.

Try another stick, Toshiba. Format work perfectly but when I want to rename the stick say: Disk Drive write protected
I think it's something from Windows activated. OK, good night!

Actually, one last quick idea. I just recalled that Windows can write protect a disk if it finds any errors on that disk.

Try running this command against that disk. In this command I assume that the drive letter is E:. Use the correct drive letter for your situation. Also, I would suggest backing up the contents of that UFD before running this command:

    chkdsk E: /F /R /X

Where do I run this command?

    Microsoft Windows [Version 10.0.19045.2193]
    (c) Microsoft Corporation. Toate drepturile rezervate.

    C:\Windows\system32>chkdsk L: /F /R /X
The type of the file system is FAT32.
Windows cannot run disk checking on this volume because it is write protected.

    C:\Windows\system32>

Loss of the ability to write to a USB [and related tasks such as format] is a common symptom of an irreparable hardware fault in it.
That is what seems to be happening with yours.
It might continue to be readable for years to come so, I'm afraid, the fact that you can still read from it at the moment is no cause for hope of a fix to the writing problem.
