Why does my computer start up like this?

I realize this is a windows forum but I am having a hardware issue and I don't know where else to go so I came here.

I hit the power button and all the fans light up for a split second then they all go off.
After about 2 or 3 seconds all the fans light up again and the computer starts up.
This computer has been doing this for a while now, probably more than a year.
Should I be concerned about something? My power supply?

    TIA

That is quite normal. Mine does the same.
When you power on it energizes the MB and the fans start for a moment without any control and then stop
Once the MB begins to administrate the hardware connected to, begins the POST and the startup and the fans spins again, this time under BIOS control.

It looks like a normal computer with advanced power management.

Yup. This is normal. Your PC is just running system checks and that's a good thing.
