cannot change my lock screen picture.

    Windows . . . . . . . : 10.0.0.19045.X64/32

I have been trying to fix this for days with no luck. thought i would post here before another round of googling.

When I choose a picture for lock screen all is good in the settings gui.

But when i restart some oil on canvas looking picture that was not even an option becomes my lock screen pic.

If i choose "Windows Spotlight" the picture I have been getting comes up in the settings gui. but then the drop down box just goes back to "picture" rather than "windows spotlight" or "Slideshow"

this is what i am getting

Hi, presumably you have consulted this:
Change Lock Screen Background in Windows 10

    Note:
If you have enabled secure sign-in where users are required to press CTRL+ALT+DEL to unlock, then the lock screen at startup will only show the default picture, and would cause the slide show to not play on the lock screen for all users.
That's one thing that might be hindering you.

    Another possibility:
Enable or Disable Changing Lock Screen Background in Windows 10

I note you have Win 10 Pr (Pro?)
You might have a group policy set preventing change. See the above tutorial.

Can be really worthwhile consulting the huge searchable Tutorials section.

As far as I know lock screen means the screen that you see when you sign out via Start Menu or log out via [CTRL+ALT+DEL]

When you reboot/ restart you see the login screen and I would not know how to change that. I've tried changing lock screen image and that works if you sign out but it does not change the log in screen image after a shutdown and reboot.

You can choose to have lock screen and login screen show the same image.

Yes provided both use the same base language and are the same 'bitness'.

I feel like such an idiot spending this much time on this.

I did a inplace upgrade and it did not help. I tried all kinds of resetting lock screen function.

    Now I have no picture.
this is the desktop in topic. The bottom pic is my primary desktop with all the same settings and it has a picture on the lock screen.

Odd thing is that when I manually lock the screen using Windows key+L i get the picture. So it is like when i am restarting or starting the lock screen is not really a lock screen. I have to click on it either way to get the login window.
