You could also try temporarily changing to another theme then reboot. Then switch back to your current theme. It's not guaranteed to work but it does reset windows metrics so might solve the problem.

Disabling it works but I want to keep QTTabbar. I'll live with it if there are no other alternatives just because I use QTtabbar so often.

what version of QTTabBar are you using?
I ask because some folks in Eleven Forum are using different versions of QTTabBar (some are using the older build 1038 and not the latest builds on their Win11 pcs)
edit - and have you tried contacting/emailing the creator of QTTabBar about your color problem?
You shouldn't expect any response from the author- not for the last couple of years from the experiences I've seen.
If all the unwanted colour is due to Qttabbar, that's easy to rectify.
But we need to know how it looks without any effects due to that first.
Disabling QTTabbar -and- changing my windows theme from my custom one fixes the problem and makes Programs & Features look how you would expect.
I can then reapply my preferred windows theme (with QTTabbar still disabled) and it still looks fine. After I re-enable QTTabbar, it goes back to looking inverted and messed up.
Here is what it looks like with QTTabbar disabled and my theme changed to a default one:
Change theme back to what it was and reboot.
Edit: I see that you did that already.
It's probaly a QTTabBar configuration issue anyway. I don't use it so others will help.
