If you wish to hack system files you can, one way or another, but any update that replaces them would lose that customisation, so you'd need to have it documented/ready to go should that happen.
(SFC /SCANNOW, an in-place upgrade repair install would replace modified system files too).
Any program that makes such modifications e.g. Resource hacker might help, provided you know how to replace the icons and what with.
I use Stardock Start11 which works well on W10 or W11 and has customizable taskbar controls.

@Ex_Brit - could you post a screenshot showing its options to change those icons please? I don't see that described there as a feature. Thanks.
