Taskbar height change steps too large

Hello:

I have True Launch Bar menus in my taskbar, three rows (mentioning the app only should it be relevant to my problem) See attached Three row .jpg for how much extra space there is below the third row. Now, if I shorten the taskbar one step, I get two rows (see attached Two row.jpg), but enough space below the bottom row to accommodate a third row (one would think). And, the row change has nothing to do with the Notification area icons).

I think the two attachments show how crude the taskbar height changes are. Is there any way of changing this?
