1. The old Aeroglass utility is defunct not supported beyond build 1903.
2. If you find a suitable theme, Stardock's Curtains (allows you to change standard window frames very conveniently) supports transparency. You can create your own Curtains theme as well- themes are available from Stardock and on line.

I've settled for one with limited transparency and slightly rounded corners:

3. Then there's Stardock's Windowblinds- which works differently - a matter of choosing a suitable theme.
This thread refers to a discontinued theme for example:
