System Startup "Time To Display" settings revert to default

Is there a way to make these settings permanent? For example, yesterday I changed then both to 60 seconds, but it didn't stick



I've also tried changing the setting using the recovery environment option, but it doesn't matter which values I choose, they always revert to 10 seconds.

To change the Display OS Timeout, I always use Option 4 here . . .

Thanks. Will this keep the values from reverting back to 10 seconds?

It is one of the first things that I do with a Clean / Customisable Install, and I have never had it revert back.
