How do I transfer only customization and preferences? Nothing more.

No apps and data. Only personalizations, such as Start Menu and taskbar color, scroll bar width, font sizes, scaling percentage, etc. Are there any native ways of doing this or freeware apps that will accomplish this? TIA.

In Settings you can sync settings.

Enable or Disable Sync Your Settings in Windows 10
