Windows 10 1903 Upgrade kept my old 1809 Background Lock Screen image

I just need to clarify a couple things....

1) The current Lock Screen is NOT what you want.
2) You have an image of the Lock Screen you would like to use.
3) You cannot get it to change to your preference using Personalization>Lock Screen>Browse

All true?

Where have you stored the image you would like to use? Exact path. Mine are in my User Folder and I can pick and successfully choose and apply any I want.

I would like to use the 1903 default desktop background theme as my lock screen image.

But it keeps defaulting to the older theme.

It won’t work unless I do a clean install because an upgrade preserves all personalized settings.

Under 1809, I gathered the lock screen image from the below directory.
C:\Windows\Web\Wallpaper\Windows\img0.jpg

But under 1903, I went to Personalization and then Lock Screen and chosen Picture. Then I selected Browse and went to the same exact directory and it kept the darker blue theme instead.

In order for me to have the newer lighter theme, I need to perform a clean install of 1903 instead?

So... to solve this, I attached the jpg files that exist in c:\windows directory, of the screen pictures of old windows 10, 1809 version.
Remembering that to replace the original image files you will need to give right permission to the folder "web", and subfolders and files too.
The file img0.jpg belong to folder C:\Windows\Web\Wallpaper\Windows.
The othesr jpg files belongs to folder C:\Windows\Web\4K\Wallpaper\Windows.
