    Can you check?
Select Picture and then Browse to locate:
    C:\Windows\Web\Wallpaper\Windows\img0.jpg

    What do you get?

    Are you on 1903?
If so, did you get it through an upgrade or clean install?

No big deal. It will most likely work if I do a clean install of 1903, but I will think I will give it a rest for now.

Just checked that on mine, and I opened that goofy file with Paint, and it's the current pic displayed for the wallpaper in my slideshow. Not my lock screen.

Can you post a screen shot on what is opening when you browse to the
    C:\Windows\Web\Wallpaper\Windows\img0.jpg?
You must select Picture from the drop down menu.

You may not see that red arrow. I have Link Shell Extension app installed.

Ok, but what happens when you select Picture from the Lock Screen personlization control panel and then browse to that location to open IMG0.jpg?

    First, I went here:

    Then here:

Then chose it, and it changed my Lock Screen to it.

Now I changed it back, but it remembered it as a choice.

If you want it as the sign in welcome screen, make sure this is set.

The image I have set is just in my regular user folder, and I just browsed to it and chose it.

I did the 1903 upgrade through Windows Update and I think that preverves most of the settings from 1809 including the lock screen wallpaper theme. Even though the JPG file itself opens the 1903 wallpaper theme when opened directly from its directory/location, the Lock Screen settings from the Control Panel will only preserve the one from the previous version when performing an upgrade. Not 100 percent sure if this is the case, but only an assumption.

The only way it will work if I do a clean install.

My Windows 10 lock screen wallpaper theme from my previous version (1809) got preserved as you can see from my image shot.
