This one is made by using a filter, Photo editor apps which support different filters can create this look.
Others are created from scratch using different programs like Adobe Illustrator or others.
You can create one by yourself, but i assume you dont know how to use professional graphics software's.

So best and simple way is to find a graphics artist who can do it for you.
