    Paint can resize images too, and convert a photo to a GIF.

    No, nobody ever thinks to use Paint. But it can 'Save as' quite a few different formats, one of which is .gif. It can also crop, resize, skew or rotate an image - all useful functions that are often overlooked.

    This one is made by using a filter, Photo editor apps which support different filters can create this look.
    Others are created from scratch using different programs like Adobe Illustrator or others.
    You can create one by yourself, but i assume you dont know how to use professional graphics software's.

    So best and simple way is to find a graphics artist who can do it for you.

    I assume you paste a pic of yourself to a program and then it creates one for you but I have not found it.
