buying brand will get you Windows cheaper. But Windows pro systems start with $600 mark. Same if you build it yourself.

Can get decent system for about 650$ from Dell, or self built.

ASUS Z370-A prime for $140, or B360 chipset for $80
Processor Intel i5-9400 for about 200.
(if graphic card is available, i3-9100f is below 100$ mark)
RAM 16 GB - Crucial Ballistix Sport LT 3000 MHz DDR4 75$
SSD - 500 GB M2 PCIE Samsung 970 - 100$
