In the prior post you show an error which seems to be related to Windows Defender. If that is the case, I have never had a problem with Windows Defender having problems or causing problems. I am attaching specifics on my current version so you can check what you have. Any time you manually check for updates you should see the Defender update being downloaded or installed in some manner.
As far as the other situation, you say it only happens with Chrome. If you reboot your system and do not open Chrome, the system works fine? I will check your files and report back if I see anything definite.
