does it cost extra since I already had Windows 10, or does it have to be repurchased?
I got a Dell Vostro Notebook in Oct. '21 and a Dell Vostro Desktop in Apr. '22, both came with Win10 Pro and during setup I did not have to enter any Product Key like had to be done with Win7 and earlier. It was a change in the process beginning with Win8. That should remain the same for any install/reinstall/repair of Win10 and no additional cost. Changing from the Home edition to the Pro edition will have a cost for a new license.

Try to boot your computer into Safe Mode.

This video will show you how to enable or disable the legacy F8 Advanced Boot Options screen from recovery environment for Windows 10 or Windows 11.

Input the Following Command Lines to enable System Protection.

Type net start vss and hit Enter. Then, the Volume Shadow Copy service will be started successfully.
Input rstrui.exe /offline:C:\windows=active and press Enter.
Execute rstrui.exe to see System Restore works if not reboot and try to restore your Windows 10 again.

In this video guide, i'm going to talk about the Windows stop code - Inaccessible Boot Device error and the solutions for it.
