BSOD on boot after (and only after) full shutdown

Summary: Computer works perfectly until I shut it down. Restarts are okay, so is using sleep or hibernate. After a full shutdown it will only go to the Windows logo at the farthest.

So I recently built a new computer and things seemed fine. It runs perfectly, I can game and put CPU/GPU usage at 90%+ without any issues. However, if I power the computer completely off, I can't get it to boot again. It will pass POST and Windows is seemingly loading, but then it either just sits forever at a black screen or restarts. I've reinstalled several times, and each time the same thing happens. Works fine until I turn it off. No errors or BSODs while using it. I've also tried installing Windows to a different harddrive. Sometimes the boot process takes me as far as the OS selection screen, at which point choosing the main install gives me the boot loop or endless black screen, and choosing the secondary install usually gives me error 21a.

I've tried turning off fast boot in UEFI, quick boot in Windows. No overclocks. Windows automatic repair does nothing. SFC sometimes finds errors, sometimes not. Same thing with chkdsk. When I have managed to get dism to work, it usually either finds no errors or cant complete. Only once have I gotten it to boot again, so I don't have a lot of dumps. I've tried updating BIOS and resetting it. No change.

    Attention:

Before posting a BSOD thread, please read the instructions here: Blue Screen of Death (BSOD) Posting Instructions

If you need to add new information, please make a new post in your initial BSOD thread. Please do not make an extra new thread.

Hopefully this link to the log collector actually works.

So I did a fresh install without an internet connection so nothing could be downloaded. Installed nothing and didn't change any settings after the initial setup. Turned computer off and back on again and it BSODed with SYSTEM_SERVICE_EXCEPTION. Tried rebooting and it now threw CRITICIAL PROCESS DIED.

Run the Beta log collector and post the resulting zip file here, in this thread, not on a file sharing site please.

That was not from the Beta log collector, that was from the DM log collector. I'll look at that but please run the Beta log collector and upload it's zip file.

Ths dump shows this as a problem:
    Code:
    ffffc40c`1bf6a3a8 fffff804`9e2c3cf0Unable to load image \SystemRoot\System32\drivers\spaceport.sys, Win32 error 0n2
*** WARNING: Unable to verify timestamp for spaceport.sys
*** ERROR: Module load completed but symbols could not be loaded for spaceport.sys
     spaceport+0x13cf0
    Driver Description: Storage Spaces Drive
    Driver Update Site: Windows Update

See if Storage Sense is on. If it is, turn it off, see if that makes a difference. I run with it off all the time.

How to Enable or Disable Storage Sense to Automatically Free Up Space in Windows 10

Do run the Beta log collector as it collects additional info that may help further identify the problem.

Looking at the WER data from msinfo32.nfo, you've had two 21a BSODs and 6 ef BSODs.

    Several other systems experiencing ef BSODs that I've looked out ended up having defective RAM, so it would be a good idea to take the time to test yours;

Run Memtest86 version 8.01 for four passes, twice for a total of 8 passes.
MemTest86 - Official Site of the x86 Memory Testing Tool

This is a quote from @zbook (edited) from another thread that explains our test methodology very well:
Testing is not done by time but by passes.
The more the passes the better the testing conditions.
In January 2018 version 8.0 was free up to 8 passes.
In mid January the version was upgraded to 8.1 and the maximum free passes with this version is four.
Fewer than 8 passes can have a significant number of false negatives.
A false negative is a test pass with malfunctioning RAM.
Continuous testing is substantially better testing than interrupted testing.
However for the free version the testing is repeated so that there are a total of 8 passes (two tests with four passes each)

The computer has 8 GB DDR4 RAM.
I'm guessing there are two modules and each are 4 GB RAM. Will know for sure once I have the Beta log data.
Testing time is approximately 1-2 hours / GB RAM.

Just one error is a test fail and testing can be aborted.
Then remove both RAM modules and re-seat one module for testing.
Test each RAM module in the same DIMM for four passes x two for a total of 8 passes to differentiate good from malfunctioning RAM.

Use a camera or smartphone camera to take a picture of the results after each test has completed four passes.
Also zip the text report and post a share link into the thread using one drive, drop box, or google drive.
