Multiple BSOD before and while attempting to Install Windows 10

Specs:
CPU - Intel i5 6700K
Mobo - MSI Z170A Gaming
GPU- EVGA Geforce GTX 1070*
RAM - 2x 8GB GSkill Ripjaws 4 DDR4-2133
PSU - EVGA Supernova 750W G2
A cheap PCI wifi card that I've forgotten the brand of
Drives:
500 GB SAMSUNG 850 Evo SSD
240 GB Kingston SSD
1TB Seagate HDD
LG Blu-Ray Disc Rewriter Optical Drive
I'm at the end of my rope with some PC issues. I had been having some BSOD errors on Windows 7, so a few days ago I used the Windows 10 Media Creation tool to create a USB, and then wiped all of my drives and attempted to install Windows 10.*
Sometimes I get through the Setup process, and other times I dont. The farthest Ive gotten is after Setup is "complete" and my PC restarts to get me to where it should ask for keyboard layout and whatnot, I get a BSOD. It is most often either KERNEL_SECURITY_CHECK_FAILURE or IRQL_NOT_LESS_THAN_EQUAL, but I have also seen CLOCK_WATCHDOG_TIMEOUT and RESOURCE_NOT_OWNED.
I have removed the other two drives, leaving only the SSD I intend on putting the OS on, as well as all USB devices besides a mouse a keyboard, and I've removed the GPU.*
I was able to run 8 passes of Memtest86 while both sticks of RAM were in, and received no errors. Still, I have tried to only use one stick while installing Windows to no avail.*
I have deleted all partitions, reset the CMOS by removing the battery, reset BIOS settings, swapped SSDs, swapped SATA cables, and I'm hoping that I dont need to replace the CPU or mobo, as I cant afford to and finals are coming up. I have no access to Windows, so solutions involving software like Speccy or HWM wont work at the moment, though I can access the control prompt through system repair (though system repair cannot repair my system...).
