    As I explained in this comment, Google will run an experiment to measure the use of the 'Tab muting' feature, and as part of the experiment, they will make this option available to 1% of people using the stable version of Chrome, but if the user doesn't know that this option is available, they will never use it so the experiment would not work, that's why Google will add a new dialog that will inform users about the option to mute tabs by clicking the speaker icon, this is the dialog:

    The blue icon will have a progress ring in the future, that's why it now looks so "small" on the toolbar, I think it will be similar to the progress ring in Edge's downloads button:


    In the future, a download bubble will appear along with the button, something similar to how it works in Edge:

    Google has now added the basic structure of the new download bubble (in Chrome Canary):




    I suppose that in the future, when you right click on each of the files, the options to "Open", "Show in folder", etc. will appear.

    Update: This is the new circular progress bar of the download button:

    The bubble is displayed automatically the first time a file is downloaded (when the download button is not yet present in the toolbar), after that, when downloading another file, the bubble doesn't pops up automatically and the downloads are done in the background, but the button's progress bar tells us when the download starts and ends:
