This feature is only available to a small group of insiders in the Dev and Canary versions, it's part of the controlled rollouts:

LOVE the new Downloads mini-window. Replaces the space eating bar at bottom of window and shows d/l speed, same info as opening separate Downloads tab but not obtrusive, at all.
