In the latest Canary version released today (76.0.161.0) the "headers" already appears in the groups of tabs:
Headers in Edge Canary.
It is expected that in the future the tabs added to these groups are hidden in the "headers" and that they can be accessed by clicking on the three dots (or at least that's what I expect), if the tabs added to the groups can't be hidden in the header, this will only serve to add more clutter to the tab strip.

For those who don't know yet, these groups of tabs can be enabled with this flag.
