Tabs will not close on shutdown

I am on W10 Home Version 1809 and when I press shutdown the tabs will not close. I use MSN for homepage and outlook for Email. When I open the system the previous tabs that were used remain on the task bar. How do I eliminate this, thanks. .

What browser do you use? It makes a difference, each may have its own settings for this. Edge has a setting to choose, if you wish, to open with previous tabs.

Other browsers like IE and Firefox can reopen from where you left off if you left them open when you shut down or restart. In fact, many other non-UWP apps (eg. MS Office, the Registry editor, Task Manager, etc.) will reopen where they left off after a restart if you didn't close them before shutting down. This is the default behaviour, but can be turned off.

Starting with Windows 10 build 17040: Based on your feedback, the feature to restore applications that have registered for application restart after you reboot or shutdown (through power options available on the Start Menu and various other locations) has been set to only occur for users that have enabled “Use my sign-in info to automatically finish setting my device after an update or restart” in the Privacy section under Sign-in Options Settings.
