You should re-read what you posted. If a user cannot boot to the operating system, there are no settings to get to. Therefore going to Settings > Update & Security > Recovery > Restart Now > Use a device > EFI DVD/CDROM is impossible. Knowing how to do it from the BIOS options, which may or may not include changing boot order, is always a good thing to know how to do. That's what I referred to as "Raw". The OP got to the OS this time simply because it did not boot the CD. If this had been a real No-OS-Boot situation, he may well have gotten a BIOS error of invalid boot disk. Hence my comment........
