We started with a red background which was certainly not a Microsoft creation. I credit the expertise found here for allowing a non-geek to reach the point where an infection was removed (either in the 16 GB data cleaning, the removal of Trojans which windows defender labeled severe or in the 75 "possibly unwanted programs" Malwearbytes quarantined). That made the update safe enough to run, and the specimen update notice made the noticed update safe enough to trust. The action of the update notice in freezing the screen and disabling Task Master continue to make the notice, as cleaned, a Microsoft created abomination.
Problem solved.
