Use the attached batch script to reset Windows Update components and try again to update Windows 10.

If the batch script doesn't resolve the update issue, try manually update the security intelligence.

Hi, it's hard to see why a new installation should need repair.

I.. but now installed 10 on a new pc and this is a toatlly fresh install with no restore points or anything.
Did you check the disk before you installed Win 10? Please check it now. E.g.
Hard Disk Sentinel is excellent (functional trial) or Crystal Diskinfo (basic SMART check) - free.

It's hard to see why a new installation should need repair.

Given that, exactly how did you install Win 10?

    - was the disk- totally blank
    - a new disk?
    - did you erase all existing partitions when you clean installed Win 10?
    - how did you get/create the bootable disk you used when installing Win 10?

And of course confirm that you used a bootable Win 10 install disk to perform the clean installation.

One more thanks to FreeBooter, but no solution. I have tried similar batch WU resets, and as with yours, no fix. I've tried multiple times to execute a current mpam-fe.exe, resulting in a 10 second 5% CPU burst then nothing, and no change.

My general Windows Update is working, by the way, it's only the update to Defender. And the download appears to finish, but installation fails every time.

I have literally tried everything suggested online, it's been 2 months without a Defender update, and scans will not function either (except the offline one). The fact that the security Engine ver. is 0.0.0.0 is potentially the root of the issue.

Thanks FreeBooter, but this did not solve the issue. A good thing to know though.

Potentially the issue is that my system does not find the Security Engine, "Engine unavailable" and "Engine Version: 0.0.0.0" persists regardless of the reset.

I also get "Protection definition update failed" with error codes: -2147023083 and -2147023293.

Would Windows Security App Settings "Terminate" be a worthy test or is this too severe?

Solved: Protection Definition Update Failed on Windows 10

Seems the issue is WD will not update. Check above link and may want to google for other info.

Does your System have all updates since the fresh install ?

    RE: csun,
I do not have a Windows Update issue, and upon repair install (in-place upgrade), it went through full updating. But this did not affect the Defender issue. And as I may have mentioned, there are no SFC or DISM issues of any kind. From my screenshots, Defender definitions download successfully but will not install.

Recent reapplication of an old solution I had tried has not worked today (in a new directory location); for instance:
    C:\ProgramData\Microsoft\Windows Defender\Platform\4.18.2203.5-0>MpCmdRun.exe -SignatureUpdate
... result is the same: "Failed with hr = 0x80070643"

A new thing I tried today may give some insight:
    C:\ProgramData\Microsoft\Windows Defender\Platform\4.18.2203.5-0>MpCmdRun.exe -RemoveDefinitions -Engine
    Service Version: 4.18.2202.4
    Engine Version: 0.0.0.0
    No engine/signature is currently loaded.

Which points to the same issue that I cannot solve, there is no WD Engine.

No reply to #12 .. again, how exactly did you perform the clean install, and from where did you get the installation disk?

Sorry, must have missed that question, or it was directed at another user.
I used a USB flash drive with a copy from Microsoft. It was fairly recently obtained, and the process went through all updating. This was a repair so no disk or partition changes were made and it was not a wiped disk.

Sorry, it was the OP (post #1) who performed a clean install. I hadn't realised you'd followed up but not with a clean install case at that time.

The second post describes a one-off solution to this "No Engine" problem. They have another compatible computer to extract certain files and then replace the suspect ones on their machine. Not really a universal/expert way to fix this annoying problem.
