Why do you keep doing a clean install of Windows 10? I only had to do it once a few years ago.
The Windows 10 default is to enable it, I assume.
A clean install is just that, it ignores any prior setup so the fact you turned it off on a past clean install is not remembered.

This is normal. Device Encryption is turned on by default, so a clean install to default will have it turned back on.
Device encryption is available on supported devices (ex: tablet or 2-in-1 laptop) running any Windows 10 edition. If you want to use standard BitLocker encryption instead, it is only available on supported devices running Windows 10 Pro, Enterprise, or Education. Some devices have both types of encryption. BitLocker is not available on Windows 10 Home edition.

Automatic device encryption only starts after the clean install is completed, and a Microsoft Account (MSA) is used on the system (e.g. use MSA for Windows login, add MSA as email, app, and work or school account, log in to the Microsoft Store app with MSA, redeem or activate Microsoft Office or other Microsoft applications with MSA).
