What is the best way to set up security key and can I use my empty PYN usb device?

Some tentative suggestions -
1 Perhaps you mean the 'Security key' for a WiFi network?
2 Perhaps you mean the 'Security key' for your router's Admin functions that is controlling your WiFi network?
3 Perhaps you mean your Windows user account login 'password' or a 'PIN' that you have set it up to accept instead?

Week or so ago when ever my wife went to put in her Hotmail password and same for me with Outlook password and my Microsoft password a message pops up say something like Google want me to enter security key into usb port to verify who I am. . I can work around this by "login.microsoft. com"
The security key is just the one you use to unlock computer if you forget passwords etc.

If you use 'local' user accounts on the computer and if you like wasting money, you can make a 'Password reset disk' on a USB memory stick instead of just writing the password down on a piece of paper.
The only procedure that can tell you to connect that USB stick is the procedure that starts when you click on Reset password after having incorrectly entered a 'local' user account password when trying to log in to a 'local' user account.
If any other procedure seems to be advising you to connect that USB memory stick then you have completely misinterpreted whatever message it is really giving you.
- Hotmail cannot possibly tell you to connect that USB memory stick
- Outlook.com cannot possibly tell you to connect that USB memory stick
- Google cannot possibly tell you to connect that USB memory stick
- login.microsoft.com cannot possibly tell you to connect that USB memory stick

This may be a scam leading to a Ransomware attack.
There are a number of USB Key systems that you purchase that replace the need to remember passwords, Our own Admin/Owner @z3r010 uses one. If you have one of those then you should have instructions with it on when and how to use it, allocate the applications on your system and their related passwords, to the key.

If you do not have this type of device then I would suspect a Scan / Attack
