Unable to 'GET' the Scan app through MSFT store

When I try to 'Get' the Scan app (https://www.microsoft.com/en-us/p/wi...ot:overviewtab), I receive the following message - "This app has been blocked by your system administrator....". Something is blocking my ability to download and install the Scan app on one of my systems (windows 10 version 20H2) . After some review, I can see that group policy is preventing my access through the Microsoft store. I'd like to get help in resolving this annoyance - don't know how this was triggered. I'm attaching 4 event log entries to maybe help in diagnosing what is going on.

    Hi, forgive the obvious questions:
    a. Home or Pro?
    b. Assuming Pro, have you looked at your Group Policy Editor to see which policies are enabled, if any? See
View Configured Update Policies in Windows 10

    Consider doing this:
Reset Local Group Policy Editor Settings to Default in Windows 10

    History: (so often omitted):
    - when did this start?
    - what happened before this started?

Do you have a suitable System Restore point you could use?

The first message (which I have screen captured for you) is
Access to C:\Program Flles\WindowsApps\Microsoft.WindowsStore_12011.1001.1.0_x64_8wekyb3d8bbwe\WinStore.App.exe has been restricted by your Administrator by location with policy rule {435f3268-374a-4e31-839f-6fe377e383ac} placed on path C:\Program Files\WindowsApps\Microsoft.WindowsStore*.

This appears to be a software restriction policy and might be this:

Here are some ways in which use of the Store may be blocked:
    https://docs.microsoft.com/en-us/win...icrosoft-store

Using this may help you determine the cause.

Just a note, I have no issue with the built-in Windows Fax and Scan in Start, W section, Windows Accessories, even have it Pinned to Start which gives me the Tile. It doesn't work if no scanner is installed [needs the driver], mine are All-in-One devices with Print, Scan, Copy and the InkJet has FAX [LaserJet doesn't].

Reasonable point.. I'm assuming the problem doesn't only apply to that app.. clk1946 - please confirm.

I'm not using the Windows built-in Fax/Scan utilities.
I had the Scan program from the Microsoft store installed. It actually worked until Verizon replaced their Cable/Modem in my house, with a different LAN subnet address, without letting me know. I had setup my Epson MF printer with a static IP address which had a different subnet address. I don't use the Epson much and a week later when I needed to use the scanner, the Scan app could not find the scanner - a condition that would occur once in awhile for no good reason. Disgruntled, I decided to uninstall the Scan app. After some diagnosis, I found the discrepancy in the IP addressing, corrected the static address for the MF printer and decided to reinstall the Scan app which has resulted in this weird group policy conflict. Since then, I installed the Epson scanner program which does the job, but would like to understand why I am encountering the group policy issue.

As to why, well, that would require me to use my crystal ball, but that's down for scheduled maintenance for the forseeable future. To identify and resolve that, start with my post #2.

One additional point/question - regarding eventid 1125. When I looked at the detail for the log entry, the error code (which is 5) and the error condition (which is 'access denied') appears. Also, 5 log entries (eventid 1125) appear as a group after the login - this is consistent. This event log entry is interesting and I will try to determine what the error code means and what software/process is being 'denied' access to what.

I did look at the article and went through the so-called diagnostic steps outlined. Unfortunately, the pieces of information that I wanted were nowhere to be found. I don't know what error code 5 means, to what was access denied, and what was being accessed. The informational log was non-informational as far as I'm concerned - it was as if any helpful information was meant to be kept a secret.
