When you run the dm log collector, if correct it will be downloaded.
When you boot in safe mode, you just open the already downloaded dm log collector and let it run.
If you have confirmed the zip has the files, boot back to normal mode and try to upload again.
Again empty :(
Please boot into safe mode, run the dm log collector again and please make sure the zip does contain 19 .txt, 1 .nfo and 1 or more .dmp files.

The dump setting will only produce a dump when a bluescreen occurs.
It is for prevention in case you do something with the Wise software that might cause problems.
Every known driver starting with dx is a driver for the DirectX Graphics, not specific for gaming but for the display.
I suggest you check Quantum for driver updates for the display to start with.
