I reinstalled the OS and now it's working fine. I don't like having to resort to such extreme measures in order to fix a single Windows feature. But it seems to be the only thing that works.

I'm wary of doing a reinstall. I've tried to refresh the OS and all it would do is get stuck at the keyboard layout screen.
I'm kind of wary of doing a clean install. I already tried to refresh my computer and it would just repeatedly freeze on the keyboard select screen.
I've tried those solutions but none of them work.
Windows store won't open on my computer and most of my apps won't work. I first tried using this fix but it didn't work:
