I wouldn't call Settings vague at all. Microsoft's naming convention of Windows Settings (shortened to Settings by MS) is quite accurate.

Control Panel has been "slowly migrating to the Apps Settings in Windows 10" for several years. In fact, it should have been deprecated long ago according to the announcement made way back when.
