Solved, my Logitech Logi Options had disabled it.
Now fixed in Settings for that App.

Solved, High Contrast Settings were on in Ease Of Access. A few minor adjustments to restore my normal background and Theme Colour and all is well again.
But sound remains off, will now investigate...

I think my other user must have implemented this in his side of the PC and I have checked that Caret Browsing is off.
