The technician who had come to my place to fix the camera issue from Amazon didn't carry any tools. Just a log book.

camera not working
This was the issue with the first one. The technician recommended a replacement and I got this piece of junk which doesn't even boot up. To address these start up issues the technician visit is scheduled on Sunday (19th of May)
That is pure BS! Contact Amazon again and tell them you want to return it. There is no reason you should have to wait 4 or 5 days for them to send someone out to confirm what you already know, which is the laptop has no operating system and is therefore defective.
Tell them you want a replacement. Be pleasant but be firm. They really are a good company, at lest in my experience and their return policy has been 100% satisfactory for me.
Amazon wants to cross check my claims. For Amazon to initiate a refund they require that report by the technician.. this product was replaced once already due to camera issues. The latest available slot was on Sunday for which I have blocked my slot.. have you experienced these kind of issues before?
Personally no but in being a member of this forum yes. Lots of people post initial startup problems and we always tell them the same thing.
Play the warranty card.
As Rich and I both said be pleasant ( I said calm) and we both said be firm. It is a pain they make you wait, maybe they could sweeten the pot.
I had an issue with Amazon, they told me to keep the goods they had shipped and they refunded my money. What they had shipped was not 100% what I wanted but I could easily use.
90% positive is actually a pretty crappy rating, if you look at www.resellerratings.com. The really good ones like Newegg and B&H Photo are much better than that. Same story if you look at eBay ratings. Read the feedback comments on either site, and if someone has like only 90% or say 85%, there are huge issues.
In my experience, the problem with the crappy ratings is either that that send out the wrong item or something defective, and then it is super-difficult to get it right.
Good luck, and be prepared to file a complaint with Amazon management. Also, if I were you, I would demand my money back. Pay a few bucks/quid more and buy from a better rated seller.
