For anyone else having problems with their computer not going into sleep state and have tried all the usual powercfg commands this is for you.

I checked the following and was none the wiser:
  • Ran 'powercfg -lastwakeComputer' and a few other powercfg commands
  • PC doesn't wake unnecessarily
  • No wake timers enabled
  • Tried setting power plan to default
  • Multimedia Setting - Allow computer to sleep enabled
  • Fast start-up disabled
  • Screen save is set to none

Usually one of the powercfg commands throws up something but not this time.

Did a clean boot using Msconfig.

Then enable the non-MS services bit by bit until you find the culprit. Instead of doing it one by one I did a 50/50 until I narrowed it down. In my case it was a 'Nvidia Localsystem Container' service which was blocking sleep. Don't know how vital this is but I'll be letting them know.
