    Welcome to TenForums @hollidayjr

First, try restarting the PC. Then try opening Defender and manually checking for protection updates. This doesn't just check for definitions updates, it will also check for and install antimalware platform updates.

QUESTION?? Is there a way to manually update the defender antimalware platform without using WU or opening Defender and manually checking, such as a stand alone file or update from microsoft? I searched and could not find anything.

The Windows Update MiniTool, aka WUMT, will do updates outside the usual channels. I've used it to bring Defender up to date when other methods have failed, and WU repairs have likewise been unsuccessful. You can grab it from MajorGeeks at Download Windows Update MiniTool - MajorGeeks

Thanks Ed for the help, tried the mini update, still no help with installing the platform update. I had to do an in-place update again back to 16299.15 and then update from there and all worked normally.

Glad you got it sorted. WUMT is a handy tool, though, so you may want to keep it in your toolbox.
    Best wishes,
