How did you check this? Dell uses a service tag number and express tag number which can be found on the back of the computer. Find that then go here..... Support | Dell US

then input the number. Then check to see if you have all the updates for the PC to include in BIOS updates.
    just doing that now

There is no harm to running SFC /Scannow on your computer and it would identify any corruption with Windows files. I don't understand this line you posted..."the error is you cant install windows on a usb flash drive during set up"

when did you get this error?

Something is very off. Basically you go to the Microsoft web page with the media creation tool, you down load tool and execute. It asks you if you want to update this PC you say no. It then asks if you want to create ISO or USB. you say USB and let it create key.

You can then use this key to perform the update, navigate to key and double click setup.

@dalchina What did you think of the suggestion to reduce the size of C: if OP does not want to do clean install? Thanks.

the 40 min test wouldnt work but the quick one did

    General maintenance

    Memory

Your memory module appears to be working correctly. However, this diagnostic cannot detect some memory failures. If you suspect something is wrong with your memory module, running a memory stress test can uncover issues that are not easily detected Run memory stress test.
Note: Depending on your device’s memory quantity, this test may take 1-2 hours to complete.

    DVD

The device has been tested and is operating normally.

    HardDrive

The hard drive(s) in your system are in operational condition. In many cases, applications running on your computer cause performance issues.

Most machines are not officially supported. It would simply cost to much to test and place drivers on their site.

Okay. Please use the inplace upgrade that Dalchina gave you the link to and that I summarized. Then run setup from there.

This is not a re-installation of Windows per say. It is an inplace repair / upgrade.

I'm not sure that this will work. Dalchina, who is quite knowledgable, has suggested may there is not enough free space to create a new partition. Hence I suggested reducing C: to give you that space.

We have a quite a few suggestions going on and some of this will get down to elimination. Try the inplace repair upgrade.

Please do not worry about DVD's and licenses. Windows 10 is takes care of that for you. When you use the media creation tool it puts everything Windows on the USB key. No DVD required. Should you have to re-install clean Microsoft has fingerprinted your machine. Assuming your version is legal and activated MS will activate all subsequent re-installs on this hardware.

So head back to Dalchina's link's and make yourself a key. Then navigate to setup and double click.

If this doesn't work we can try resizing C: and finally using the key you can clean install or return it and say you fix it.

Of course you can wait, you are the owner.

There is no test to run....all I wanted you to do is either give me those numbers off the back of your Dell or input the service tag number in to find out whether or not that Dell supports windows 10. Also see if you have all the latest system drivers and latest BIOS installed.
